Odd Pipe Design?

Is this type of design only good for direct injection? I've never seen this setup before? Thought all pipes needed the reverse cone to stuff the escaping fuel back into the cylinder?

maybe the cone is built inside, some gokart pipes do that and then just bleed into the end can. would like to see what's inside.
