Well, I am also currently building my frame .....
Aluminum 6061 T6 3mm thick.
In the process of calculating the cuts ...
What you think of this type of build?
I would like to do a bit of the same way as this one:

Way to go build it inside your house.
That design will work great no problems with that as long as the metal is thick enough and welded properly.

Yes, with a "good" pendulum (pendular??) jig saw at position 0 or 1. Just let cool the blade to not seal it with hot aluminum.

I would test fit the rads on forst, I think you may end up with clearance issues with the tanks for the rads.

I use an IMS tank, thus wider. I put a 1cm spacers between the frame and the radiators. In this position, the change does not interfere with the tanks or the modified frame.

Are you going to weld the insides of the plates to the downtube, before "skinning" them?

I did not, I fear that it weakens the metal legs to 2 levels of vertical welds. As against the bottom of the tube will be welded to the lower arch.
I'd photoshop a picture with beads to ask your opinion before attacking....
