I talked to the owner. Sounds like a very tight bike. I got him down to $1500 from his original $1800.

looks decent, fair price
I have seen a few around that price range.
Cash talks, put $1200 in your pocket and tell him thats all you have on you. See if he bites. If not and you really want the bike, just tell him you need to go the ATM for the difference.
