They actually designed a zero emission coal plant in the 1960's, it has some kind of separator for the exhaust gases that removes all the carbon and feeds it back into the fire.
They never built a one......

In california diesel powered vehicles don't have to get smog emission tests, one more reason why they became popular. I know folks that take a old chevy diesel truck and convert it into a specialized rock crawler with almost nothing left of the stock vehicle including the engine, but keep the title as a diesel to avoid smog tests.

Or like northern Ca., build hydro electric power plants that create zero emissions and power millions of homes off water. Basically a river runs through the bottom of a power house that has several giant turbines inside, thus creating electricity for decades with low cost to the energy company.
