avatar won't work

i got the picture pixels under the limited file size mine is 80x120 max size is 120x120 and the file is about 6.1kb under the 20kb limit but keeps telling me file size is to big.also tried transferring from photobucket and that won't work either sorry for making this long but can't figure this out
