Clearance issue

Anyone else running a Scotts dampener and have the bolts from the bar clamps hitting the collar for the post? It's not letting my bars turn to the stops on the frame. Would it be ok to use a dremmel and take some of the collar off so it doesn't hit anymore? From what I can tell it wouldn't hurt but I would like to hear some other input about it.
