Just wondering if I'm doing this right,do I measure between the washer & rod or washer & crank half?I'm kinda thinkin it don't matter because it should be the same either way but just wanna be sure,This crank I got of ebay measured 1/32 which puts it just within tolerance right?

check for axial play, thats the big deal, grab the small end and try to move it in all directions, there shoudl be next to no play in any direction.

There is no up and down movement but there is some side to side,It will move a little less than 1/16 side to side @ the small end

yeah, you can get a little side to side, but that sounds healthy. I've had cranks where they were within spec by the feeler gauge and no up/down, but the the BDC position, you could touch the rod to the crank halves

 both my cranks are good to go then,my 86 crank is tighter then this one,I was a little worried because I checked out that new 125 crank kit last night and it has no movement at all so it made me think my 500 cranks were way loose
