Top Triple Clamp???

What year or type is this top triple clamp? The bolts go the wrong way compared to the lower clamp and I've never seen one that is molded like this to fit around the steering head.

thats a protaper upper triple clamp, I have one on my gen1.

uhm, I know it does for me, since I replaced the bolts in my bar clamps that randomly broke. I'm gonna try to get some free bolts
