Hanging out in Manitoba....

Bob was hanging out ... hunting in Canada with Roosty and his brother Luke when an Innuit runs across the field and the Luke shoots him in the back on the head and kills him.
"You can't do that!" cried Bob.
"Sure you can," replies the Luke, "it's legal here in Canada."
Later that night the boys go out and buy some beer and snacks and Bob puts the beer on the roof of the truck to open the door. Just then another Innuit runs by, grabs the beer, and runs away. Bob thinks, "No problem," and he shoots him in the back of the head and kills him. As he is reaching up for his beer , the police come and arrest him.
"But I thought it was legal to shoot them here in Canada!" Bob protested.
"Well, yeah.. and no" says Roosty, " .... you can't use bait."
