from what i gather, there is going to be a state ammunition form that will need to be completed each time someone purchases ammo. the state form will only be for handgun ammo. in sacramento city limits it is required for rifle, handgun and some shotgun ammo. it requires a copy of i.d, a signature and a thumb print. as far as a monthly limit on ammunition, i think that proposal was kicked out. the state wide form will take effect on the 1st of feb. granted it takes a minute extra when you purchase your ammo, but it has been effective for getting the occasional individual who has a felony or something along those lines who shouldnt be in a gun store, let alone purchasing ammo.
