Rear Paddle clearance

Anyone having any issues with the paddle ripping on the inner bolts up on the plastics on the steelies? Do i just need to adjust my preload or is this tire just to damn big. (Cheng Shin C899 Paddle Tire)

EDIT: I noticed that my rear shock does not have a bump stop at the bottom. Is this normal on a '93?
