President Obama promised on the campaign trail that he would have the most transparent administration in history. As part of this commitment, he said that the public would have five days to look online and find out what was in the bills that came to his desk before he signed them. It was his first broken promise, and it's the promise that keeps on breaking. He has now signed 11 bills into law and gone, at best, 1 for 11 on his five-day posting promise. The Obama administration should deliver on the Web-enabled transparency he promised and post bills for five days before signing....

Pres. Barack Obama is not a socialist. He is a thoroughgoing statist, perhaps the worst in American history. And with Wilson, FDR, and LBJ, he's got some serious competition. Republicans in Congress lack the leadership to challenge the president's audacious power grabs. More important, they lack any serious philosophical basis for doing so. The acronym RINO is an oxymoron, for the name "Republican" in fact designates someone with a commitment to nothing more than maintaining political power. The purpose of maintaining that power is to, well, maintain that power.

There is a reason sales of Ayn Rand's Atlas Shrugged are going through the roof. The book is nothing if not prescient. The "Troubled Assets Relief Program" is straight from its pages. Monday's New York Times front page suggests Atlas may be starting to shrug. "Doctor Shortage Proves Obstacle to Obama Goals," laments the headline. Hmm. Wonder why there would be a doctor shortage in the face of nationalized health care? Perhaps bright young people considering a career don't want to work for the federal bureaucracy?

Time for those conservatives serious about limited government to re-read Goldwater's Conscience of a Conservative. Strategically, conservatives have made three major mistakes. The first was to follow the advice of supply-side guru (and big-government Democrat) Jude Wanniski and not talk about spending cuts, much less the proper role of government. Economic growth replaced individual liberty as the rallying cry of far too many GOPers. Second, the neocons — mostly statists themselves — should never have been accepted into the fold. All they give us is a war against a country that never attacked us and schemes for "national greatness" like going to Mars. Enough. Finally, conservatives should jettison the social agenda of gay marriage, flag burning, and school prayer, and focus instead on federalism. Politics is about man's relationship to the state. That relationship, to be healthy, should be minimal.

Which bit? The protection of the unionized monopoly which is public education or the hypocrisy of sending your own kids to private school while taking away that choice from others less advantageous than themselves.

Statists like Obama need large swathes of the populace dependent on big government. Liberals always think they can make better choices than you can yourself. So what's better than stopping folks from getting educated and improving their lot and then giving them just enough handouts to keep them loyal politically.

Obama Keeping Promises That Grow Government; Abandoning Promises That Hold It Accountable

McClatchy summarizes the long list of policies where President Obama has reneged on campaign promises—either in letter or spirit—and adopted the policies of his predecessor. We've covered many of them here, but they range from a broad application of the state secrets doctrine to invocations of executive privilege to the Defense of Marriage Act to a host of other issues related to transparency and disclosure.

My own hunch is that presidents try to keep campaign promises that expand the government and their own power, and either back down from or are unwilling to expend much capital on promises that make government smaller and more accountable, thus limiting their own power.

Looking over PolitiFact's report card on Obama's campaign promises, that seems to be about right thus far. By my count (and some of this is certainly subjective) of the of the 31 promises the site says Obama has kept thus far, 20 in some way grow or expand the federal government. Just six make the government smaller, more transparent, or more accountable. The remaining five have no effect, or amount to a wash.

Of the six campaign promises PolitiFact says Obama has unquestionably broken, five would have limited his own power, provided tax breaks, or provided more accountability and transparency to the federal government. One was mostly symbolic (recognizing the Armenian genocide). So far, he hasn't broken a single promise that would grow or expand the government, though he has compromised on a few, and many have been stalled.

PolitiFact also gives Obama more credit than he deserves on some promises. For example, Obama's promise that "Under my plan, no family making less than $250,000 a year will see any form of tax increase. Not your income tax, not your payroll tax, not your capital gains taxes, not any of your taxes," was broken when he signed a bill raising taxes on cigarettes to pay for an expansion of the SCHIP program. PolitiFact calls this a "compromise." But "not any of your taxes" seems pretty clear. Obama didn't say, "not any of your taxes, so long as you don't smoke" or "so long as you don't have habits the government finds distasteful."

In short, I think it's safe to say that Obama has been willing to spend plenty of political capital on his promises that vastly expand the size and scope of the federal government, and relatively little on promises related to eliminating waste, putting limits on his own power, or making the government more transparent and accountable.

It's worth emphasizing that this analysis isn't holding Obama to some libertarian standard of the ideal president—I'm not looking at how many of his total policies grow government versus how many limit it or hold it accountable. It's holding him up against his own campaign promises. That is, even when you assume the positions of left-of-center, big government Obama-the-candidate as your baseline, Obama-the-president comes up short.
